It is company-based, not per-user. However many users you add, your licence cost does not change. Local-currency pricing removes exchange-rate risk.

In per-user dollar models every new user is a cost, so companies restrict access and data culture never spreads. With a company licence it's the opposite: the more people use it, the more the investment pays off.
